Quest 3 Issue during setup

Does anyone know how to solve the following issue:

During setup, I'm asked to press the meta button to load the universal menu, but nothing happens and now I'm stuck at this point of the setup.  Any ideas will be greatly appreciated.

I'm having the sane issue, I've restarted, factory reset, even returned and bought another quest 3.  Same issue.  It tells me to press the universal menu button to complete set up.  I hold it down, the meta symbol appears and becomes completely outlined the disappears.  How to fix this before I return this $500 POS?
