Quest referral program

Hello, I have a quest 3 and we just bought a quest 2 for my wife.We did the referral program but on my app it says referral sent but when my wife tries to accept the referral link, she gets an error saying that it may not be available in your country or has been used. (i live in canada)

Anyone know whats going on? Did it go through? i tried sending another referral link but it says the same thing. i dont think she got the referral.

That doesn't help. My referral link gets an error message for her. So she can't accept it and on my referral page, it says referral sent with 1/3 of the bar full. I think we're kind of soft locked? Is there any way to reset my referral and send it again?
