That error could happen if you manually deleted Oculus files without going though the uninstall menu.

In this case, I would recommended double-checking that you have deleted the Oculus folder completely. It will most likely be in "C:\Program Files(x86)\Oculus" but if it's not there you can try the regular Program Files folder or just searching for Oculus in the file manager. If it tells you a file is in use, make sure to stop the Oculus Runtime service in the services.msc menu.

After you've deleted all the folders, then just also delete this registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Oculus VR, LLC

Finally, restart your computer and install the latest setup.
