Referral system broken?

I bought my quest 2 back in september, and my brother just got his kid one for xmas. Been trying all day to get the referral thing setup so the kid can grab a few games. And havent had any luck on getting the referral to go through, its just been stuck on 'referral accepted' (only visible to me, the referral sender). 

 

We've reset the device, created a new fb account, tried different phones, etc, etc and cannot get this dumb referral to go through.

Hello, thanks for bringing this community! We understand how frustrating it is when referrals aren't going through. Let's see what we can do about this.  

 

If all of the following below are true for the new account please submit a support ticket here :

  • Both accounts must be in the same region and use the same currency
  • The new account must have never had an Oculus device associated with it
  • The new device must have never had an account associated with it
  • Both accounts must be connected to Facebook
