I would like a refund on an addon I recently purchased "The Curse of Dreadbear". It says I cant refund it cause it says I've played it for 2 hours and have had it for more than 30 days when I have only had the addon active for less than a minute and I bought it a few hours ago. I tried to play it on the Oculus App and it says I have to purchase it again even though the game is given to me for free after I've already purchased it on the app but the addon doesnt allow me to play it on PCVR unless I pay for it again.

Actually, you got the wrong explanation, why you can't refund it.
Unfortunately this does not change the fact that addons are not eligible to refund.

Also, it might be that addons - even if the game is cross-buy - needs to be bought once for Quest version and a second time for the pc version of the game.

Game titles can be refunded, but add-on content cannot be refunded after the initial purchase. @Choleni is correct, even if the game is a cross-buy title that was originally purchased through the Quest device and needs to be bought a second time if you want to play the PC version of the game.
