Rift S only works after pc restart and fresh install

Hello, so I'm having a little bit of an issue. Well my friend is, but to give a full rundown of what is happening:
-Launch Oculus App
-Rift setup is prompted
-USB 3.0 and Display Port never connect 
-Check Device manager to see if they are detected in windows
-Device Manager shows:  Rift S USB Hub x2 in Universal Bus
-Still no connections made in Oculus App
-Uninstalls and Reinstalls Oculus App
-Restarts PC 
-Launches Oculus App
-Starts Rift Setup
-USB and Display Port are connected and it works
-Plays the tutorial game for 30 min
-Takes off headset and immediately loses connection for USB and Display Port
-Restarts Oculus App and only 3.0 connection works, error for Display Port not connected
-Restarts PC 
-Shows no connections for 3.0 and Display Port
We've been working on this for a few hours, if anything for half of the day. The only time the Rift S works is when we uninstall and reinstall Oculus and for the first restart and reinstall, Oculus works. But once we take off the headset, it loses connection and if we restart the PC, it will not work afterwards. 
Here is a list of options we have tried:
-Reseating headset cable under face guard 
-Uninstalling the Rift S USB hub in device manager and letting oculus reinstall them
-Tried using other USB 3.0 ports
-Graphics card only has one Display Port
-Uninstalled and Reinstalled Oculus App
-Restart PC
Here's the PC specs
CPU: AMD FX 8350 8 core
RAM: 8 GB 
Graphics: Geforce 1080 ti
PSU: 750w
We have yet to test the rift on another computer, possibly going to try it tomorrow. I've attached the logs down below. But honestly I'm really at my wits end, I've had my own Rift S in the past and had little problems with detection or installation. I've also helped a friend install their own as well recently and had no problems as well. I'm just really lost and I don't know what else we could troubleshoot to narrow down the problem.

Probably best to contact Oculus support and ask them (include your logfile).  Good idea to try a different PC to help make sure you do not have a Rift S hardware problem. 

My very wild guess is that that 8yo fx 8350 server cpu could be the problem and it may be bottlenecking your 1080ti gpu.  Probably needs an upgrade including another 8Gb of ram (and maybe faster ram as well). 

Also, since when does any gtx1080ti only have one DisplayPort?
