Rift keeps stuttering

Hello there,

after many hours of trying and failing i hope someone here can help me. I have recently purchased an oculus Rift. After first installement it worked kinda okay. I have tried altspace VR (no problems) I expect you  to die (some problems after a long time of playing) Arizona Dead (unplayable after 10 mins. because the hands wont do anything anymore) and Bridge Crew (wouldnt even start)
My initial setup was:

Radeon HD 7950 with 3GB RAM
FX 8320
8GB of RAM (DDR3)

now naturally i figured the lags must be because of my setup. So i went on to buy a GTX 1070 with 8 GB RAM and 16 more GB of RAM. After some technical issues with the installing (I wont bore you with the details but it involved buying a new casing and screen) i finally managed to launch the system and was very excited to find out that....
... nothing had changed. I still get the same lags/stutters after a few minutes of playing. I have tried the newest version of the nVidia drivers as well as 384.94 (which were supposed to run stable with VR but now it wont even start the games anymore because my drivers are too outdated) I uninstalled MSI Afterburner as well as any unnecessary programs. I reinstalled the oculus software with the firewall disabled. I still get the same problems which makes everything more or less unplayable.

Now, as you can see: I do not meet the requirements for the CPU. But upgrading the CPU would add an additional 300 bucks to my total( which is already quite steep) since i would have to upgrade the mainboard as well as buy new RAM (since the new mainboard wont support DDR3 of course). Also: In game, my CPU runs at 50% max so i have a real problem to believe this is the issue...
Does anyone have any ideas that i could try before i have to upgrade my entire setup. Or is there any way to find out for sure that the problem is caused by my CPU? Any benchmarks i could try?

Oh yeah, i have also changed the energy settings on the USB Sensors (i have 2) so that the computer cant turn them off anymore for powersaving

Would you be willing to do a fresh Windows 10 install? Could clear out any sort of software / driver problem on your machine. If that doesn't work, then you can be sure it's the hardware.

Thank you for your answer @cyberreality. I will, in fact, perform a complete new install of windows in a few days (dont have time atm). However, digging through the forum i found this post:

where people with processors (thats all it could be, the rest of the hardware is fine) that are 10 years old and dont even have half the capacity of mine tell me its working fine for them. How is it possible that it is my CPU?

You should meet the minimum requirements. It won't be the best experience, but it should work. See here:

I think a software / driver issue is possible, which is why reinstalling Windows 10 fresh may help. And when you do that, install Oculus first before any other 3rd party software (anti-virus, etc.) as it could conflict. That may fix it, but if not you can look into upgrading the rest of that system. The CPU and RAM must be really old.
