So it looks like it may be the Rift keeping it awake. If I manually put the Computer to sleep, it works fine (other than the Headset alert), but timed sleep just refuses to kick in on its own. I don't have any games running or anything, and the headset is put away (still plugged in, but asleep with the Amber light). For reference, I am on Windows 10 1607, and Oculus 1.12.0.347531.powercfg -requestsoverride DRIVER "Realtek High Definition Audio" SYSTEM

I would rather see Oculus fix a problem that's been reported five years ago than suggest all sorts of workaround to users.

After installing the Oculus App it **bleep**ed up my hibernate/energy saving too. It would just start the pc immediately again. I found another post that mentioned air link. I went to device manager -> network interface lan port -> properties -> energy options -> disable wake up. At the moment it looks like it doesn't exit hibernate immediately like before. It is pretty astounding that this is even a thing to be dealt with...
