My Oculus is only about a year old and my right controller will no longer turn on. I've tried replacing the batteries several times and unpairing/pairing the controller through the app but it won't pair if it won't power on. I would appreciate help as I love using the system and have spent a lot on it and the apps, yet am unwilling to spend $80 for replacement of obviously faulty equipment.

It seems you've already tried most of the troubeshooting steps for this issue, the last resort option would be a factory reset. Make sure you have cloud backup enabled so you don't lose any data! Follow the steps found here to factory reset your device.
