I can't, because I don't work for Meta. I doubt anyone on the community forum will be able to. If there is no cancel mechanism through the way you purchased it, you'll have to contact support directly.
Not sure I follow. If you have ordered one from Oculus (do they still do that?) it's free so just ignore it when it arrives. if you have ordered from a third party like Amazon, just cancel the order there. If you want to remove it, it just peels back from the foam insert. If you mean how to clean it, damp cloth with some detergent should do it. if it's really silicone it should survive a trip through a washing machine too.

Hey there, we can help you with this question. Once your order for the silicone cover has been processed, it cannot be canceled. Since the silicone cover order is free, it likely processed the order immediately. If you have changed your mind and no longer want the order, you can try to refuse the package from the courier and the package will be sent back to us. However, you may want to hold on to it in case someone you know may want it in the future. We hope this helps!
