As an antivirus may cause issues, if you have one make sure that yours is up to date and try adding Oculus as a trusted program and temporarily disabling real-time scanning. Information on antiviruses can be found by clicking here.
Make sure that you Rift HDMI is connected to your dedicated graphics card.
Can you try running the repair option from the OculusSetup.exe? If you need the file again you can get it by clicking here.
