I have a laptop (RTX 3060 mobile, ryzen 5 5600H and 32GB of ddr4 ram) and quest 3. In some lighter games it runs fine, but for Bonewoks and for some reason Steam Vr home it works terribly. On my older rig (I dont have it anymore) it ran just fine (1060 6GB, ryzen 5 3600, 16Gb ram, desktop pc).
