Store sales and referrals not working for me

Hello guys, I'm a week into being on the meta quest ecosystem. 

Evrysingle referalls I try never gives me a discount, even ones that are shared in minute or two, they never work and I've already bought apps full price thinking the reduction would happen but it never did, I'm a little upset because so many people are able too enjoy discounts but I'm exempt from this or something which is not a fair thing. 

Even now as I write this, there's a sale on the meta store with lots of apps reduced supposedly but when I look, there's no apps reduced. Everything is full price so what gives? Why can some sit there and gets all these reductions then others get. Nothing. 

I refuse too buy anymore full price games because I feel like I'm being singles out. 

Is this how they treat all their new users? 

I hope I can resolve this issue and purchase some of these great games soon. 

Any help is appreciated 

If I can't resolve I'll will probably move too a different vr ecosystem

I feel like I am exempt because there's a summer fest sale going on and I don't get no sales offered too me https://www.meta.com/en-gb/blog/quest/july-sale-summer-fest-vr-games-discount/. Good machine but the pr and offers being only available to select people is bad

As a result, some randomly selected groups of users may periodically not be able to access App referrals. These user groups change frequently, and if an offer is not currently available to you that is available to others, this means that offer is not being given to your group at this time. Basically I feel like I'm not part of the referral program both ways so don't even participate is what I'm getting from this 

even people that use my referral codes, I don't receive anything.
