Over the past couple of days I have noticed that my quest 3 has started to experience some jitter. When I move from side to side, the menu and environment begin to twitch. When I move the controller the same thing happens. This happens both through the broadcast and in the quest itself. This has never happened before.

I rebooted the device in the same way as you described, it did not help.
Here's what I noticed: if you turn on the cameras instead of the environment in the helmet, the shaking almost completely stops. This also applies to augmented reality games. As soon as I turn on the environment, I notice a shaking every few seconds when moving.

I use pc.vr and sometimes offline mode.
I noticed this after I bought Wi-Fi and started using a headset with pc.vr.
This happens almost everywhere. In the headset mode and via pc.vr.
The situation gets much better when I use pass-through mode in menus and mixed reality games. This almost never happens in this mode.
I also got a bug with reducing the volume. When I press the centering (calibration) button, the volume gradually decreases to zero. After a few seconds I can add it, and this also happens when opening applications.
I can get rid of this by rebooting the device, this helps for a while, but over time it appears again.
As for the jitter, rebooting doesn’t help, I even reset the headset to factory settings, that didn’t help either.
After resetting to factory settings, a bug with the volume just appeared.
I hope that this is also a software bug, which will be fixed with subsequent updates.

Here are some potential causes of potential jitter/tracking issues:
Interesting to note that you received that volume bug issue after a factory reset. Can you please try factory resetting one more time, just to test this out further? Also, are you performing a factory reset via the headset or through the app itself?

I live in Ukraine. You do not support the warranty in this country. So I don't see the point in this. I thought you could help me remotely.
It seems to me that if this problem manifests itself differently depending on the application, then this is not a hardware problem, it is most likely a software failure. For example, I played Drum Smash, and in this game, even when I click on the menu, freezes do not occur.

Sounds similar to the issues i had with my Quest3.
I am not sure if i completely understand what your are experiencing but for a lot of people using PCVR issues ranges from random hick-up and frame drops to complete freeze for seconds, half the screen being black and controllers stop working (I can tell about this worst case from my own experience).
Interestingly certain movement cause more issues than others. Most people confirmed that doing squads will always cause flickering, lags, ... for them.
Those issues are caused by Quest 3 being incompatible with Wifi routers and how it negotiates connections.
Check if youre Wifi connection is lower than it should be and if the bandwidth is varying significantly.
Other users report of their GPU running at lower speed than specified, causing some FPS issues.
And I noticed a complete strange and random behavior with my controllers. Even in well lit rooms controller have issues with tracking. On other days everything seems to work. One reason for those issues may be PCVR connection issues. When Quest 3 was not able to get a stable Wifi connection (although, dedicated router 1 meter away) I could not use controllers at all.
I also had issues regarldess of PCVR connection and I was able to use controllers in a pitch black room at one day but on another day the controller tracking was not reliable in a lit room.
(I just checked again on those topics here in this forum to see if they were solved but .. well)
