Timeout when resolving device-scoped access token

Hi,

we had received several Santa Cruz dev kits via Oculus Start a few years back, and two of them that weren't turned on that often have entered into identical state where clicking on any app in Store causes "Timeout when resolving device-scoped access token" error to pop up, and trying to add new account displays "Device identity error".

Each of the headsets was paired with a different phone and logged into a different Meta account (one of them is this account I'm writing from now). Both accounts were previously Oculus accounts that were migrated into Meta account.

Note that when turning on the headset the first thing that's displayed is the warning about the bootloader being unlocked - I'm mentioning this just in case this could have something to do with it. (I'm not sure if both of them have this, I don't have the other one near me to verify).

I've searched for existing posts related to this on Meta's sites and on Reddit and tried everything that was suggested, factory resetting by holding power and volume buttons, updating to latest software, then factory resetting by initiating it from the phone app, signing out from the app then signing in again - nothing seems to help.
