USB debugging prompt not popping up

I'm going to get straight to the point, I have tried everything. I have gone to numerous other posts, looked at all the replies, and tried most of them (other than the factory reset ones) and to no avail. This issue has been haunting me for about a week and I thought it was finally time to make a forum of my own. I would greatly appreciate it if anyone could think of some way to fix this issue. 

Other details: My USB cord does work except the only message that pops up is "USB detected click on this notification to let the connected device access the files" 

Developer mode is active on my mobile device and on the oculus.

Hey there, @hpizza2013, and thanks for bringing this concern to our attention! We definitely appreciate you having taken the time to review other forms and attempt some troubleshooting of your own, so we'd love to gather more details on your experience getting started on PCVR:

  • What's the full software version of your headset? (Ex: 66.0.0.####### or likewise)
    • Quick Settings > System > Software Update
  • What version is your Meta Quest app currently running?
  • Are you running v66 on the PTC?
  • What headset is this happening on?
  • Have USB settings been adjusted recently?

With these details, we'll continue working to get to the bottom of this!

I also factory reset my oculus to try and resolve the issue but now the "USB detected click on this notification to let the connected device access the files" thing wont even pop up.

Thank you for these details! Since the issue has begun, have we been able to test accessing the PC app with or without being connected to the public test channel? If not, let's do so by following the steps found here within our Meta Quest Help Center. From there, depending on how the PC app appears, we may need to fully uninstall the PC app, but until then, let's wait!

Hey there, @hpizza2013. We just wanted to pop by to check how things were appearing. Of course, if any issues persist, we would like to make sure within the developer mode tab on the headset that the debugging toggle is enabled to allow the prompt to reflect. Do let us know if any further assistance is needed!

My oculus is completely broken I can open apps but absolutely nothing in any app works whatsoever I cant connect to the mobile app either.

Hello again @hpizza2013! We can only imagine what you're feeling right now with your apps not working. We know this is hard, but we are committed to helping you discover any possible resolutions. In our last conversation we asked you to disable the PTC version and try connecting to the PC app, were you able to do that? Also, we would like for you to disable developer mode and then restart the device. Get back to us with an update once you have tried the following. We look forward to your reply!
