Hello,
Roughly 3 months ago I made a new facebook account using an email address, and it had issues with identity verification. Searching the internet I found that Facebook seemed to be doing that a lot to new accounts made with email addresses, and though it was my only account the best advice was to create a new one using my phone number instead. I created the FB account using my phone number and had no issues.
Fast forward to getting a Quest 3 earlier today. When I went to create a Meta account I used the same email address I'd tried with Facebook, and seemed to have no issues. My Quest 3 set up fine, and I even received the Quest Cash referral bonus from a friend. Then I went to make my first purchase and receieved a "Feature unavailable" error ( error shown in image).
Upon contacting support through Whatsapp they told me I'd have to add a form of payment in order to use the initial Quest Cash... but every time I attempted to add a credit card, no matter which of several I tried, I was given an error that my payment method couldn't be added. When I tried to use Paypal as a payment method ot to start the month trial of Meta+ everything seemed to work fine linking my Paypal account, however I immediatly recieve an email from Paypal telling me that Meta has cancelled my recurring billing! Image below
I tried many times, using different browsers, incognito mode, using the Occulus Link store, and the Meta Horizon store, and the Meta web store that ties to oculus payment methods, clearing caches and restarting and logging in and out and everything. Nothing worked. That's why I have 5 of those emails from Paypal, all saying that for some reason Paypal is cool with me giving Meta money, but Meta is cancelling my billing on their end.
Support couldn't do anything to help... but in between bouts of guzzling whiskey and pulling my hair out I realized that it seems like I somehow have two accounts. After making the Meta account I'd added my Facebook account to the Meta accounts tab... but when I check my email address in Meta it only shows it for Meta, not Facebook. I tried to click the checkbox to add it to Facebook, but every time I reload the page the check is cleared.
So I logged out of Facebook and tried to log in to FB using the email address instead of the phone number... and get an error telling me that they've *disabled my account* and I have no way to contest or do anything about this. Image attached.
I'm able to log into Meta/Oculus/Horizons/Etc with the email address account just fine. And in the Meta account section my Facebook account is listed and shown there. But in order to login to Facebook I *must* use my phone number, and using the same email address as my Meta account gives me the error above.
I've tried to explain the issue to FB and Meta Store support, and both have said that the other one needs to fix the issue and no one has been able to help.
Please. Someone. Help.
I have this shiny $500 Quest 3 sitting here and I can't make any purchases. I can't add any payment credit cards, or tie Paypal, or even spend the $30 in Quest Cash it shows I have sitting there.
My only hope is someone here at the official forum knows how to deal with this insanity, since this is the "Meta community" instead of just the "Meta Store" support or the "Facebook" support.

I just had another thought, so I went to Meta Account Center and added a new email address to both my Facebook and Meta accounts, and then deleted the offending email address from my meta account.
I can now log in to Facebook using either the new email address tied to both meta and fb, or with my email address, and the old offending email address is nowhere to be found on my meta accounts page.
... however unfortunately that did nothing to fix the errors. I'm still unable to add any credit card as a payment method in the Meta Horizons app, directly using my Quest 3 headset, or the Oculus store site, and any time I try to use paypal as a payment method I still get that same email. Still get the "feature unavailable" error trying to check out using the quest cash as well.
I'm out of ideas at this point. It seems like Meta just doesn't want my money. o_O
(Last info, I live in Ohio, USA, and I've tried using a Chase Visa, a Chime Visa, a refillable Mastercard, and Paypal)
