Unable to create Developer Account (Email Address Issue)

I am unable to create a developer account. I have tried two email addresses and neither was accepted. I was referred to a developer support page which offered no help.

As per Meta or Facebook's SOP this link is an endless feedback loop of useless information. The developer page you sent me to doesn't let me do anything because I am not registered as a developer, and I am not registered as a developer because i CAN NOT register as a developer, which the developer help page is saying it can help with once I register as a developer.......utter nonsense.

How long does it usually take you to reply in personal chat? I’m stuck with a similar issue and unable to create a developer account. Please help and get back to me ASAP.
