Unable to set up Rift S due to "OVRServer_x64.exe has stopped working" error

As soon as the Rift S is plugged into the computer I get an error that says "OVRServer_x64.exe 324220-public SC:1920644022838498 has stopped working".  This same error will appear a few seconds later if I dismiss it and close the program, and will crash the Oculus app if it's running.  It just keeps reappearing every 15 seconds until the device is unplugged.  There is no combination of different USB and HDMI ports I can try that doesn't give these errors.  As long as the USB part is plugged in the error appears.  There is not a high CPU usage at any point during this, it just immediately fails.

I have looked for people who ran into a similar issue but none of the fixes that they used worked for me.  The most recent person to run into this issue that I found posted about it in 2018

I have all the necessary security updates installed and my computer specs meet are as follows:

Intel i5-4670K CPU
Geforce GTX 1070
8 GB RAM
Windows 7 64 bit

A screen shot of the error is attached.  The full text of the problem signature is as follows:

This is all very frustrating because the device is brand new, just out of the box, and should work fine but I don't think I'll be able to use it for anything and be out $400

I've also got a brand new rift S, having the exact same issue! Tried uninstall oculus software in safe mode, delete all oculus folders, and reinstall in normal mode. Still crashes as soon as the usb port is plugged in. Please help!

An update from the OP:

I uninstalled all Oculus software, upgraded to Windows 10 (from Windows 7) and upgraded my GPU drivers to the Win10 version and it seems to have solved the issue.
