Is this only happening with this game?
Have you attempted to run another non SteamVR game and if so is this also happening there as well

I have the same graphics card + Oculus 3, and am also seeing performance issues, but I'm unable to use Steam Link because of the location of my PC and my router (different rooms in the house), so I want to continue using SteamVR and an Oculus cable, is there a solution for people who cant use Steam Link?
Meta wouldn't be able to provide troubleshooting advice for SteamVR but if reach out to Steam support then they may be able to help with this 🙂
