I have already downloaded meta quest games on the headset. Can I re-download the same games on to my gaming windows pc to take advantage of better graphics?

Some Quest games also have PC version available and some of those PC versions are offered as 'Cross-Buy' meaning they're free if you've bought the Quest version. Likewise if you buy a PC Cross-Buy game, the Quest version will be free.

I don't know if the list is complete but if you've installed the Oculus PC app, which is needed to use your Quest with your PC, and look at the PC store (also known as the Rift store) in that app, if the game is available and it's Cross-Buy, and you've bought the Quest version, then when you click on the game, it will say 'install' within the blue pill. Otherwise if it's not Cross-Buy, it'll show the price and you'd have to buy it again.
There may be a few Quest games that are available for PC but are only offered on Steam, in which case those won't be Cross-Buy, you'd have to buy them from the Steam store. And then there are some VR games that are only available for PC, but you can find out by checking the Rift store and the Steam store.

Thats not how it works, no. I mean, if the game is on Quest, as well as PC, then it will run and look better on PC, but you can't take a Quest game and somehow run in on PC.
