Warning 8609

I've been screwing around with my sensors a lot to try and get past the issue where my touch controller randomly drifts. When I'm in the setup screen I often get the 8609 warning.  Sometimes it will just go away if I unplug and plug my sensors back in.  I've removed all extension cables except the includes one for the 3rd sensor.  I'll get the warning on the other two sensors which don't even have an extension cable.  I tried a powered USB hub and a Inateck USB PCI-e card.  When I'm lucky enough to get Sensor OK for all sensors I still often have a lot of problem on the setup step where you stand in the middle of the room and hold the trigger down.  I assume one of the sensors has bugged out and I'm getting the 8609 warning in the background.  On the rare occasion I get through the whole process, but them I'm back to my original drifting problem.

Does anybody know what warning 8609 means?  People seem to think it has to do with USB bandwidth or power, but I've taken measures to circumvent those issue (Powered USB PCI-e and/or USB HUB).  Some say it's a USB driver issue.  Windows 10 says all my USB drivers are up to date.  I'm out of ideas.  I'm convinced if I can permanently remove the 8609 warning, my tracking may improve.  I've tried different cables, sensor positions, USB cards, HUBs and ports, disabling Windows USB power settings.   I've got a beefy PC that passes the Oculus compatibility check.  

Some seem to think that the tracking issues are a software, but I haven't seen many people mention the 8609 warning.  I'm afraid I may have another underlying issue.
