Greetings! We definitely want to get you in VR, so let's see what we can do to get you out of that screen! To start off, a factory reset may help a great deal. Can you give that a shot and let us know how that goes for you?
Please note:
-Performing a factory reset is irreversible and will remove all account information, downloaded games, and content from the headset.
-Performing a factory reset won't remove content you've purchased or downloaded from your account. (You will be able to re-download all content.)

Hey Griddy, thank you for reaching out about these issues. being stuck in setup is something we have seen a few times, and we would love to assist you however we can. We really appreciate you attempting a factory reset! The next step would be to try in a different location, so try going through the setup in another room, on the other side of your building. or even consider a friends place down the street. (Or just another building anywhere) Sometimes another location will help the guardian not get stuck. We also wanted to clarify, were you able to setup the headset after performing the factory reset? Or are you stuck on the guardian setup after the factory reset?
