Headset seems to work fine stand-alone. I use the headset with IRacing, and often (not always) get a translucent horizontal stripe across the screen after about 15 minutes or so. It doesn't feel like the headset is overheating. This doesn't show up on the screen mirror on PC, or if I "mirror" with the debug tool. Is this likely a failing display or is there somewhere else I should look?

Hate to be the bearer of bad news but those steps have been taken countless times by many of us, add on rolling back drivers and experimenting with Oculus dev settings and we've covered every inch of ground we can as a community. Only way this is going to get fixed is if the developers of the product fixes it on their end, any other solution to this point has been temporary at best.
Unfortunately Oculus support haven't done a thing about it and there's no indication they will any time soon either.
Best of luck though.

Yes, I have tried that myself as well - restarting and even reseting to factory defaults will fix it temporarily, once you start playing over Link, it will start happening again.
My thinking behind this is - since not everyone is affected - that there is some kind of conflict in the way the picture either gets compressed or transmitted over the cable, and it might be a Driver of sorts, or some kind of software, that may cause a packet to drop - which will cause the white stripe.
I have played lately with Virtual Desktop, and I have not experienced any issues through there, so it is clearly a software issue.
Sadly I am afraid we are such a small group of people, that unless it gets fixed 'accidentally' somewhere, there is not much we can do.
I wonder, if any of you might have another PC that is capable of VR that if we could test it on completely different machine?
There is possibly some app or some driver that we are all using which is affecting us.

This problem looks like this

I have some thoughts about this issue.
Maybe it is caused by:
1. Multiple GPUs in system.
2. Afterburner or similar program.
3. Overheating of GPU.
4. New drivers of GPU.

BatyaFFBK:
1. I have only single GPU - not even my CPU has integrated one
2. Using MSI Afterburner, do you? - would you mind testing uninstalling afterburner and giving it a test?
3. 100% not an issue with my own system
4. Possibly - would you be able to try and uninstall your drivers for GPU using https://www.guru3d.com/files-details/display-driver-uninstaller-download.html and then installing only the freshest and latest drivers?
Could you write down your PC spec?
I am on Ryzen 7 - 3700x, 32gb Ram@3200mhz and rtx2070

If it helps at all I've not had multiple GPUs in at any point. I did however have a GPU change around the time the issue started occurring (I did a DDU driver refresh).
I haven't ran afterburner or any other overclocking software since I've had the 3080ti installed. I've monitored temps and it hasn't gotten hot enough to warrant any concern (70c degrees).
It could very well be GPU drivers, or Oculus drivers. Given I haven't had any issues on any other game or application I'm leaning towards Oculus or a combination of the two. I do have a gaming laptop with a 2060 in, and a work laptop with a 3080. I'll try them out a little later to see if the issue happens on them.
Specs of my main rig if it helps:
FE 3080ti
i9 9900k
32gb 3200mhz DDR4
Samsung 32:9 240hz Odyssey G9 Monitor (maybe worth mentioning as it uses a lot of DP bandwidth)

I don't think it is hardware problem. It is software. Do you have this issue?
I will try anything. I will also try to change GPU and will reply you later.

I agree - it is 100% software issue, why I asked your specs is to figure out whether there is some component that would be using the same drivers - and there indeed is, both have AMD processors and both have nVidia GPU. But I know for a fact a guy who is running a 2080ti without any issues - so I do not believe it is nVidia drivers causing it.
Could it be the proprietary AMD CPU drivers?
JamesButlin: Do you have AMD or Intel?

Wonder if we could get a guinea pig who could try completely reinstalling Windows to see if it will still be happening with fresh install of windows.

Intel, I'm afraid. Updated my old post with specs. I had a FE 3070 in before I got the 80ti and had no issues. Though as previously mentioned I joined the public test channel at around the same time to try out 120hz link

Another thought - how do you have your Link cable connected to the PC? Do you have it connected to mobo, GPU or external usb-c port?
