When did this start, or were there any recent changes prior to the issue starting?
Are the graphics card drivers and USB drivers all up-to-date?

I'm having a similar issue. Is it required to connect the PC using ethernet cable? Thats not exactly a wireless connection IMO. Quite frustrating. That should be and option not a requirement. You should really put that out there so that when purchasing a 1200$ gaming computer I purchase a router as well. I'm quite frustrated with this issue. I've got everything i need except for a router.

However, our Quest headsets also have a USB-C port intended for use with a compatible Link Cable for wired use!
