i want to be able to sideload games that aren't on the App Store but the Create a new organization is asking for a legal organization name do i really need a legal organization name to make a organization?
You don't need to be a legal entity to create an Organization. You'll only need to provide documentation if you're looking to publish and update apps that you've created by verifying your organization.
Your Organization just represents the company or individual associated with the released application, which is why we advise to choose your Organization name with care. You can find out more info about Organizations by looking through our Developer pages I linked.
