keep telling me cannot connect to oculus server, had too uninstall as newest update keeps black screening after say 10-15 minutes, server online download can never be opened either, this is so frustrating

We know it's no fun to not be able to use our devices to their full capacity so we would love to help getting this issue resolved for you. Just to ensure we are on the same page, the black screen issue you are experiencing happens on your desktop is that correct? If so here are a few steps to fix this problem.
Go to Windows Settings > System > Display > Graphics Settings
Click Graphics performance preference
Click Choose an app to set preference > Desktop app
Locate your OVRServer_x64.exe. By default, this will be located as follows: C:\Program Files\Oculus\Support\oculus-runtime\OVRServer_x64.exe
Click Add
Set this to Power Saving then close the settings menu and click Save
If this does not work or is already the setting selected, Performance Mode can be tried instead
Reset the computer and test VR Desktop
We've seen these steps help people out in the past with the same issue you're having. We're hoping that they will do the same for you.

i have problem is assetto corsa, i tried backrolling update and didnt work, then uninstalled the app now it wont let me open on the page to redownload, and if i do i have connection error when setting up
Hey @skrannerz! Thanks for the swift response, and providing that clarification for us. Luckily, we do have a couple of troubleshooting steps that you can try to get pass the connection error. If you haven't already please verify the following has been attempted:
Restart the device
Try another application to check if the connection issue is related to the Oculus app only
Try another connection type (ethernet or Wi-Fi)
Try checking the settings of the Antivirus software for options to whitelist or add Oculus as a trusted program.
Adding the Oculus application to the antivirus software’s whitelist or trusted list should help resolve slow down or issues accessing content without compromising the user’s system integrity.
Please provide this public article for additional information on antivirus software.
Try a different network; one with no restrictions.
Trying another network without a proxy can help resolve any slowdown that occurs when routing internet traffic through another network.
