pressing the button does nothing, run both as administrator and with regular permissions.

You can't press that button if it's already using the oculus openxr runtime. If you are using SteamVR then you can go to its settings menu and see which one its currently using, and change it to Oculus if need be. Maybe also make sure you haven't done some silly openxr registry hack in the past. Hope this helps mate and cheers.
