I need help.
I replaced my new Quest 3 goggles due to a manufacturing defect. After receiving the new goggles, I am not able to connect them to the controllers(neither left nor right). I have already tried restarting the goggles and the controllers, but unfortunately it did not help. I also tried this:

However, I noticed that when I tried to restore the factory settings on the controllers the LED would not light up blue.
I don't know if this can help somehow, but I can also see that the goggles somehow connect to the controllers, because every time the LED lit up on the controllers the goggles behaved strangely - the image stuttered, the image shifted and the like.
Has anyone had this situation and managed to solve this problem?

I've been having this issue since I received a replacement headset. Exactly the same way you described it.
I can also see the message "controller update in progress (Fail)" with both left and right.
I tried all the troubleshooting I can find online but no luck.
I got a 2nd replacement headset but same issue. Now I'm sending the controllers back for replacement.
Did you manage to get it sorted?

I have exactly the same issue. I got a replacement headset, and I could not install it. I'm guessing a mismatch of software versions between the headset and controller? I've contacted support.

Yeah, I found a solution online but I still needed to send back the headset because there are few white pixels on the display.
Using ADB (Android Debug Bridge) to sideload the latest firmware that I found online for the headset (Zip file), then the controllers connected fine and the update for both went fine. Then during the setup the headset updated again.
I'm hoping that when I receive the new headset (my 3rd replacement) there won't be any issue
