my two factor auth isnt sending my phone a message?

so whats basically happening is that im trying to enable two factor auth but it isnt working on the phone sending message part? ive been trying to figure out what exactly is happening along side using the customer support thing aka meta quest help but they couldnt figure it out too and they tried their hardest i think? and now i gotta post it here for some more better help overall... i just wanna turn on developer mode...

Please be mindful that if your account has too many failed login attempts, the account will lock itself out for a period of time. If that's the case, we recommend waiting at least 24 hours before attempting again.
