when i boot up my oculus it asks me to set up a boundary but i cant because it glitches the hud and controllers, and even if i manage to set it up it just resets the boundary and tells me to make a new one.

Please keep in mind that performing a factory reset is irreversible and will remove all account information, downloaded games (purchases will be able to be re-downloaded in the user's library), and content from the headset. I can't use the volume buttons to select factory reset the screen stops the menu. Letting go of the volume buttons stops it. And letting go of the power button just normally rests the headset

Hi there @gaming_addict0.0! We can see that you're having issues completing a factory reset on your headset. In this situation, power off your headset and then hold the Volume Down and Power buttons, but let go of just the Power button as soon as the screen turns on, don't let go of the Volume Down button. Once you're in the USB Update Mode screen, you can then let go of the Volume Down button, and use the Volume buttons to highlight the Factory Reset option.
If that doesn't work as well, you can also power on your headset normally and factory reset your headset by using the Meta Quest mobile app, by following the steps on this page.

Every time I try to make a boundary it will glitch and go higher then the level I set it at and will ask me to make a boundary again

Hey @JJTheSigma,
Go into Settings -> Guardian and click the "Clear Guardian History" button. This should allow you to set a boundary with no further problems!

Could you please provide some information on what issues you are having with your controllers exactly? For any and all issues you have with your headset. please also make sure you Report a problem on Meta Quest using the mobile app.
