If i bought a rift, before i get a vr ready pc, can I use it for oculus videos on youtube, and could it hook up to my nvidia tablet or shield tv to run vr apps, just until I save up for a vr pc?

Nope - what video card does your PC have?  Maybe it could at least run VR youtube videos.  Sorry can't say with confidence, hopefully someone more knowledgeable can answer.

It depends on why your pc isn't vr ready.

If the cpu isn't fast enough, it may run, but slower (which can make people sick). But if the cpu is too old, the installer will fail to run (it had some limits built in).

If the graphics card isn't fast enough, same as for the cpu (run slow and maybe make you sick). But if the cpu isn't by nvidia or amd then it won't work at all (the rift requires nvidia or amd drivers with vr support, it won't work on intel gpus at all). Older gpus may not work at all.

If your usb chipset isn't supported, you may have a low quality connection, it might disconnect frequently, or it might not run at all.

Nvidia shield tv is unlikely to work. Shield TV runs android on a tegra chip, that isn't going to support the rift for Shield TV games, and streaming from a PC is going to have trouble because the rift software needs lower than OS level access to the display (that's why it needs the special drivers from nvidia or amd).

The rift is extremely fussy about hdmi and usb.
