I'm having the same problem - just got my Quest 2 last week, downloaded the app, and it stays on the blue screen. I'm wondering if it has something to do with permissions somewhere? Like, do we need to grant access to FB or Instagram in the settings somewhere? Sorry I don't have an answer, just wanted to tag in here to see if anyone replies with info.
