24 hour Grace for headset referrals

Let us refer friends, and let them activate their headsets before referring someone. Most people think they referred someone but don't realize the process failed, a 24 hour grace period after activating a headset for the first time would stop a lot of cases of failed referrals. people will still complain they didn't get credits right away, but will still have the opportunity to do it "By the book" without missing the store credits due to a failed referral.

Especially with the influx of new users with the Quest 3 release.
