Find a way to give a deep discount if I already own something on Steam. As it is if I own something like Raw Data or Onward on Steam I don't see value in paying full price to buy it again on the Oculus store, but I would see value in 80% off so I could move my library cheaply to the Oculus store and not have to use Steam at all.

As much as I'd want to see this, the game's price is made by the publishers, not by the stores. I hardly believe that Oculus has the power to force every of their publishers in such a pricing policy. Some publishers allow you to convert Steam keys to Oculus (well, at least Frontier enables this with Elite:Dangerous, so "some" might be an exaggeration already). This is mainly possible, because Frontier requires you to log with their account before playing Elite Dangerous. By that they ensure you cannot play on a Steam-account and an Occulus-account at the same time.

This will never happen. They are doing sales on game packs to combat exactly this: purchasing games on Steam. It's the call of the developer whether they over you an Oculus key or not.

Those who say "they'll never do that" Remember that they said that about Oculus running Steam games in the first place. I'd be satisfied if they could just make rift use Steam's sdk on those steam games natively in Oculus so the full Steam VR doesn't need to launch.
