Stop "roll out" updates

I know that rolled out updates have been the norm for the quest headsets for a long time.

The continued frustration of reading the release notes, seeing a new feature that i'm *actually* hype for, updating and then spending stupid lengths of time trying to find, only to discover that although i'm on the "current" patch that the feature isn't "rolled out" to all users at the same time

Stop this; If someone updates to the new patch, they should have all the features mentioned in the release notes.

If there is an issue with the feature in certain countries or other reasons, include the menu options but greyed out with a note or similar.
Voice assistant doesn't work where i am, but at least its there and it just gives me a pop up saying that it isn't active in my location.
