Fixed Clock Level API: Does a certain level represent the same performance across devices?

I'd just like clarification on this. Let's say I set level (2,2) on my app. Ignoring the time it takes to overheat, should it expect the same performance headroom whether run on an S6 or an S9? And if I set level (1,1) on S9, will the app have less performance headroom than running at (2,2) on an S6?

Finally, if the above are true, does this also mean that setting (4,4) on Oculus Go allows an app to perform with more headroom than any phone-based Gear VR, which are limited to (3,3)?

TL;DR: Clock levels are calibrated against processor/SOC temp. Go can hit higher temps than the phones, so it's the only device with (4,4).
