How do I get past "You are not a developer" to access Gear VR dev options on the Galaxy Note 4?

Looking at the osig page, it says you need to generate a signed app with the osig file in a certain place to unlock it. So I built a minimal app in unity, sideloaded it on to my phone, and it ran in the VR view. Great! But, I still got the "You are not a developer" message when I tapped the VR service version under manage storage. So I figured, maybe I need to upload my app to the oculus servers? I took the app out of unity, worked the xml file in android studio to meet the oculus requirements, uploaded it successfully and assigned myself as a tester. I was now able to download the app in the oculus client and run it there, and it worked. But even after that, I still get the "You are not a developer" message. Any ideas how to get past it?

The documentation there seems to refer to the android-wide developer settings, which I do have access to. I want access to the oculus specific dev settings, which according to the older documentation should be accessible under gear vr service/storage/manage storage/build number after tapping on it several times. But no matter whether I tap quickly or slowly, it still says "You are not a developer" after cycling through all my apps.

And I reran the vr setup wizard, but am still getting the same problem.
