Low framerate on Oculus Go - even in Sample scenes provided by Oculus

I've been struggling to improve my framerate. I hover around 57fps, sometimes dipping as low as 53fps. I seemingly never hit 60fps.

I've tried all the tricks. I followed all the advice provided in the video "Look Ma, No Jutter! Optimizing Performance Across Oculus Mobile - Unite LA" (link here: https://www.youtube.com/watch?v=JUiO64KbAHA).

I disabled almost every object in my scene. 
I disable almost all of my scripts.
Nothing seems to make a lick of difference.

Then I tried building and running the "Cubes", and a few others. ... and still 54 to 59fps.

I'm using the latest OVR Utilities and Unity 2019.1.1f1.

Any ideas?

I get the feeling that this forum isn't exactly and "active" one.
I'm still waiting on assistance on this.

I cant say for sure that this is the cause but maybe try one of the officially supported versions of unity  https://developer.oculus.com/documentation/unity/latest/concepts/unity-req/ 

This has been the source of framerate issues for me in the past so its worth a shot

Also on that note the newer unity builds in general are shaky with this kind of thing, so when in doubt roll back to an earlier version thats been supported for a good amount of time. Good luck!
