When you say it cannot open do you get a dialog box saying your security settings do not allow for opening the application from unknown sources? If so, hold the 'Control' key and click on the icon then select 'Open' and this will exempt the application from your security settings, allowing you in the future to open via double-click.

I encounter the same issue on macos10.12.3, while my PC works fine with win7 and OVRMonitor, could you help to identify the issue?
