BT's website says you can use smartphones and Google Cardboard (in other words a smartphone), no other hardware is mentioned. Oculus' store has the app available but it appears to have been abandoned by BT and hasn't worked on Go and Gear VR headsets for some time.
I assume it's a case of what resources BT were prepared to put into their app and they've decided smartphones are the only platform deemed to have enough users.
Perhaps if Quest develops a large enough user base, this might change.
