I want to buy some games/apps for my niece and nephew but they aren’t receiving their Quest 2 VR headsets until Xmas. Can I send the gift codes to their mom even if she doesn’t have an occulus account? What if they get duplicate games/apps, can they return or exchange them for something else? If I send the gift codes now, they only have 30 days to use the code, correct? There is no extension for Christmas gifts? Thanks for any clarification.

When you go to the app you would like to purchase in the Oculus store and select "Buy for a friend" you will be asked to enter the email address of the recipient. With that being said, sending the codes to their mother should work fine. Just make sure if she doesn't see the codes to check her junk/spam folder. Worst case scenario, she doesn't receive the codes and you get the automatic refund after 30 days.
If your niece and nephew are gifted duplicates, they can absolutely request a refund. They will need to either redeem the gift and then request a refund, or they can choose to not redeem and the refund will automatically go to you. To address your last two questions, yes they do have 30 days to redeem the gift codes or they will expire and the refund will go back to you. At this time, there is no extension for Christmas gifts, but if you purchase the gifts closer to Christmas you shouldn't have anything to worry about.
