Military Community Center Purchase of 10 Quest 2's and Cant Use -Need Help

I work for a community center overseas on a military base that provides entertainment and a place to relax for members when they are not on duty. We have purchased 10 consumer Oculus Quest 2's 256gb and we have been approved to spend an additional $4,000 on games for them. The issue is- the device has to be link to a FB account. This is a military purchase and we can not have this purchase under one persons name AND we need the ability to link all 10 devices to 1 credit card. 
I have reached out to Oculus and they sent me to Oculus Business- but because we have "consumer devices" I was sent back to the general helpline. Has anyone faced an issue like this? How can I purchase $4,000 worth of games- and not have to risk the possibility of us being not able to use the games in the future. If you have any advice- it will be greatly appreciated. (These will not be rented out- and will not be used to make any money, they are simply for members to use.)

start over with a VR that doesn't need facebook. like the index.

sell the quest 2 you have to individuals and they own it and use their own facebook account. your allowed a few fake facebook accounts if you explain it to oculus support they will let you create dummy facebook accounts. use those.
