Just dropped a bunch of cash on a new rtx3080 gaming PC and it runs oculus link and virtual desktop worse than my old laptop. Everything keeps stuttering?

What Link Cable and what connection are you using? I've found that the new VR Cover 5m Premium Link Cable works best, connected to my z390 MB's usb3.1 gen2 type-c port. I think this is a bit better than the official link cable (way better connectors) and slightly less expensive.
I also find that since v34, Air Link works better than Virtual Desktop with my Q2 (VD is still a little better with my Q1 though). Just make sure to follow the tips for both Link and Air Link on the Oculus Support website;

With your fairly high end 3080 pc (hopefully a desktop) I suggest starting off with using your oculus pc desktop app device settings at 80Hz refresh and the res slider full right (= Q2 native res). Also set the Oculus Debug Tool (ODT) settings all at default/zero's, except ASW disabled and link sharpening disabled. For Link cable, set bitrate to 500. For Air Link, set bitrate to 200mbps Dynamic (using oculus home dashboard setting).
While not completely necessary, I also use the Oculus Tray Tool (OTT) to help finetune things. Up to you to do a bit of google research on this and read its manual a few times.

This was the problem.. after seeing all the hardship with windows 11 and the quest 2 I tried reverting to windows 10 and it corrupted my office install then I had to factory reset to windows 10 and reinstall everything. At a bare minimum the oculus software should have a warning if you try and start it on windows 11 it would have saved me tens of hours.
