No Mobile Phone, Can I just use my PC for Quest setup???

 I don't have a mobile phone... Is it the only way to set up the Oculus Quest? 

I have a PC and the Rift CV1 is already installed on it. 
1 CPU: Alienware M17 R4: NVIDIA(R) GeForce RTX(TM) 3080 16GB GDDR6, 10th Generation Intel Core(TM) i9-10980HK (8-Core, 16MB Cache, up to 5.3GHz Max Turbo Frequency)
2nd CPU: Alienware Aurora R12: NVIDIA GeForce RTX 3090 24GB GDDR6X, 11th Gen Intel Core i9 11900KF (8-Core, 16MB Cache, 3.5GHz to 5.3GHz w/Thermal Velocity Boost)

Just borrow someone’s smartphone, download the free Oculus app, setup, and then uninstall it from the phone.  If you want to switch your Quest to developers mode in order to use Virtual Desktop wireless you will  need to do this with the phone as well.  Please do a little research on all this.  Pretty easy imho.  Good luck and I hope you enjoy your Quest as much as I’m enjoying mine.  Cheers.

There are android emulators, I don't know if they would work but it's worth a shot.
