I received my oculus quest last night. Once I started it up it did an update as I paired it to my phone.
But after I finished the tutorial and tried to open oculus browser then a window came up telling me there was an update in progress and to leave the device on and plugged in.
The screen will also go black then come back a few seconds later and keeps repeating.
So I left the device on and plugged in for seven hours over night. At some point it shut off during the night so it displayed being charged to 100% when I put it back on in the morning.
After turning it back on I tried the oculus browser again and it came up with the same update in progress mission.
My plan when I get home from work is to factory reset the device and turn off automatic updates and see if an older version of the software will work.
Also tried getting around the problem by installing the FireFox browser but its installation always fails.
got a fresh out of the box quest and I'm having the same issue. I opened a ticket, but support is still investigating. What headset version is your quest currently at? mine says 213561.4150.0. I think their update servers are having issues

I have the same version as you. I think it might just be the headset and not the software
I did a factory reset. it said it was updating the software, but it was still 213561.4150.0 afterwards. I'm seeing online that the version is up to at least 256550.6810.0. So its running a really old firmware and not updating for some reason. Hopefully oculus will fix this.

I checked mine and it is on the same firmware version. I am hoping it is just their update servers.
I know ruffff has an open ticket with support and I just opened one for this issue and linked them to this thread. So hopefully one of us will get some answers soon.
I don’t know if this will help anyone here but it’s something to try. When I got my quest I had an immediate update to do, but after that I was not getting any new updates once they were pushed out. I finally got all my updates, but only after making sure I had the quest connected to power then rebooting the quest with the power connected. When it booted up I immediately got another update request. It sounds simple but I had tried leaving the quest plugged in overnight and it would never update. I waited about two weeks after an update was pushed and still never got it. Not until I simply rebooted the unit while plugged in. Usually I would leave it on while charging or turn it off when finished, but I would disconnect it from power when using it again.
