Using Oculus Quest on PC

My son has been driving me nuts trying to use his oculus quest on PC, first of all we downloaded a steam performance app which stated his PC was not ready so we bought a new graphics card, think great now he can play it only to find out he needed a modular power supply, finally now we have everything. We followed instructions on downloading oculus link and everything looked OK, there was a different menu when put headset on to what he normally had when he used the VR without PC.

He turned his VR off and today when he turns it back on and plugged into the PC the normal menu comes up like when he was using before connected to PC cant seem to get the menu from last night, I don't know whether that is a Rift menu or link menu but doesn't come up either way.
 
He also wanted to play roblox VR but was having problems.

I am not much of a gamer myself although I have grown to like the oculus quest since my son got it!

If anyone could guide me in the right direction would be much appreciated.

For some reason I can no longer connect my quest to the pc to install custom songs.  It was working fine last week, but now what ever I try it will not link at all.  Have they gone and broken it AGAIN?

I've had a couple of issues with oculus link not recognizing the headset right away.  I found that switching USB ports fixes the problem temporarily even if you switch back and forth between the same two ports.

I just have a question about if my device could run games with an Oculus Link cable? I am using a laptop which is one of the reasons it might not work, but i do play video games on it which handle pretty well. My graphics card is 

Intel® UHD Graphics 620

and i dont know if that is good enough. I don't own an oculus quest yet but i am soon getting one and i don't know if i should get an oculus link cable or not? The game i want to play is roblox because it is starting to become a vr game because they are beginning to add vr compatibility to come of the roblox games. Roblox is a game that you could play on a not very laggy device and it runs very smoothly on my laptop but i don't know if it will work in vr?

@UndrPhase neither Rift or Quest will do PCVR if all you have is an intel integrated processor.  Go to the Oculus website and check the minimum requirements.

That's disappointing, I thought the Quest was a standalone device (no PC required).

Ya so sorry, meant PCVR, lol!  Of course the Quest does great standalone Mobile VR.
