Hello! Looking at the post for how to get help:
Have a problem in Quill? Follow along!
1. Make sure you have the latest video drivers. Quill uses some brand new features that might not be in older drivers. <== Using latest drivers on my Nivida 1080
2. Go into your C:\Users\YOURWINDOWSUSERNAME\AppData\Local\Quill folder and zip up everything in there. <== It doesn't get far enough to create the folder.
3. Start a new post and list your windows version(7, 8, 10), whether you have antivirus running, and attach the zip file from step  2. <== Running Win10 64, No active AV

I'm a Developer with lots of experience on the Microsoft and game-dev, so let me know if you want any technical info.
Speaking of which, the Event Log on my machine spams the following errors while running oculus:

PS: I'm running on two monitors, in addition to my Rift. One of which is an asus gsync enabled 2560x1440 screen on a displayport. Could this be causing some issues? Maybe someone is not checking their display-references properly?

I have the same issue; the APPDATA folder for Quill doesn't exist. I have a 980 and a single 2560x1440 gsync screen on DP. Win10, MS Defender.

Edit: when starting quill manually in C:\Program Files\Oculus\Software\Software\oculus-quill\QuillApp it says WMASF.DLL is missing.

OK, for me this turned out to be the Windows N fiasco (no media player) which has 3(!) different updates and is documented horribly at MS.  Long thread here: https://answers.microsoft.com/en-us/windows/forum/windows_10-update/bad-microsoft-media-feature-packkb3010081/43366b0a-2b2f-4d1d-8ca8-90e52dc319d1

In short, if you don't have WMP, install https://www.microsoft.com/en-us/download/details.aspx?id=53356
