I think it is, yes. As I read it the touch sample script components tend to de-activate the contained collider nodes by default until the fist pose is made. At that point the collider nodes are rapidly scaled up from a small size to their normal size to handle sudden physics interpenetrations that might occur should the player's hand already be inside a rigid kinematic object when the pose is made. I've tested interacting with strips of Unity cloth and contact is made when the fist pose is activated. Works out of the box for me.
