Test users are not entitled to our apps

According to the document said:
The test user inherits permissions to all apps and channels of the Organization that the user is created in.

We have multi apps in Store. And have an app in draft state.
We created a new test user. Log-In on a device. 
We found that only one app(is the first app we created) the test user has permission. 
We can search our apps in the store, then "buy" them.
But our new app is in draft state. We can no found it Store.

Logged in with test user account created in dev center :
    - Open Oculus app
    - I can't find "My Preview Apps" on the Store. The whole section is missing.
    - In Library, Can see only one app. There should be 4 apps since we have 4 in our organization.

Logged in with a standard account, joined to the BETA channel by invite.
    - Open Oculus app
    - I can see the "My Preview Apps".
    - In Library, Can see all of 4 apps in our organization

The question is:
We want to test IAP of our draft app, use the testing credit card.
But we can't because of these problems with the test user account:
   1. We can not download the app from Store.  The "My Preview Apps" section is missing.
   2. We can install our app via APK file, but Platform SDK reports that test account is not entitled to the app.
   3. Because the test account is not entitled to the app, we can not do any IAP in the app.
